Gov. Roy Cooper has ordered all U.S. and N.C. flags at state facilities to be lowered to half-staff until sunset Monday, Nov. 2, 2020 in honor of North Carolina native, U.S. Coast Guard Ensign Morgan Garrett, who passed away during a training flight.
