Alcohol sales, budget, rezoning highlight town board meeting

The Wake Forest Board of Commissioners met Tuesday, June 15, in the Town Hall Board Chambers, 301 S. Brooks St. Mayor Vivian Jones and the five commissioners were present.

The following actions were taken:

Public Hearings/Public Comment

  • Public hearing on and consideration of a petition requesting contiguous annexation submitted by HR Northlake, LLC for property located at 0 S. Franklin St. No one spoke. The Board approved the annexation.
  • Public hearing on and consideration of a petition requesting contiguous annexation submitted by Radstar, LLC for property located at 0 Wait Ave. and 1464 Wait Ave. No one spoke. The Board approved the annexation.
  • Kate Jones spoke in support of rezoning properties along South Allen Road.
  • Richard Ostegard spoke in support of controlled growth.
  • Charlotte Jenkins spoke about her tabled nomination for the Historic Preservation Commission.

Consent Agenda

  • Approval of resolution authorizing Franklin County Tax Administrator to Levy and Collect Property Taxes for FY 2021-2022
  • Approval of resolution authorizing Wake County Tax Administrator to Levy and Collect Property Taxes for FY 2021 -2022 for the Town of Wake Forest
  • Approval of Budget Ordinance Amendment # 6 – FY 2020 – 2021
  • Approval of American Rescue Plan Act (ARP) Grant and Special Revenue Fund
  • Approval of Resolution of Appreciation of Service of Advisory Board Members
  • Acceptance of Streets into the Town of Wake Forest System for Maintenance
  • Approval of a Resolution Endorsing the Capital Area Metropolitan Planning Organization Northeast Area Study

Friday Night on White – Waiver of Public Consumption & Possession of Alcohol

The Downtown Development Department requested a waiver of the alcohol ordinance for the September 10 Friday Night on White concert. The waiver will allow the event sponsor to sell or serve alcohol to customers in an approved, clear container. It will further allow event visitors to carry and consume said beverages within the contained event area. The Board voted to approve the waiver.

Wake Forest Cares Holiday Kickoff – Waiver of Public Consumption & Possession of Alcohol

It will further allow event visitors to carry and consume said beverages within the contained event area. The Board voted to approve the waiver.

South Wingate/West Sycamore All-Way Stop

The Board approved converting the intersection of South Wingate Street and West Sycamore Ave to an all-way stop.

Historic Preservation Commission Appointment

The Board approved Charlotte Jenkins’ nomination to the Historic Preservation Commission.

Rezone Options for 238, 306 & 350 South Allen Road

The Board approved rezoning three parcels (238, 250 and 306 South Allen Road) from NMX (Neighborhood MixedUse) to GR5.

Wait Avenue Condos

The Board approved a request filed by AGNC Ventures I, LLC, to rezone from the existing Conditional Use Urban Mixed-Use (CU UMX) and Urban Mixed-Use (UMX) to Neighborhood Mixed-Use Conditional District (NMX CD) and associated master plan for 1.55± acres located at 413, 425, and 435 Wait Ave.

FY 2021-22 Budget Ordinance

In accordance with N.C. General Statutes 159-13, a budget ordinance must be adopted prior to July 1 to levy taxes, estimate revenues and appropriate expenditures for the coming fiscal year (2021-2022). The Board approved the budget ordinance which included the updated assignment of pay and classification schedule along with various fee amendments.
